How to Hire a Painter in South Charlotte (2027)
Updated
Our 2027 painter rankings are in progress. Until they publish, this guide covers the license rules, permits and questions that apply in every South Charlotte town.
Does a painter need a license in North Carolina or South Carolina?
In North Carolina, there’s no state license for house painters, but paid work that disturbs paint in a home built before 1978 must be done by an NC certified renovation firm with an NC certified renovator. In South Carolina, residential painting over $500 needs a registration in the Painters and Wall paperers trade from the SC Residential Builders Commission. Check South Carolina painters with the SC Department of Labor, Licensing and Regulation and North Carolina lead certified firms with the NC Department of Health and Human Services before you sign.
So on the North Carolina side, the year your house was built decides whether the painter needs a state credential at all. Older homes are far more common in some towns than others: 39.5 percent of Monroe’s housing units were built in 1979 or earlier, against 0.5 percent of Marvin’s, according to the Census Bureau.
How to check a painter’s registration and lead certification
North Carolina checks the lead credential. South Carolina checks the registration first.
North Carolina
Know your build year
The lead rules cover homes built before 1978. Housing built in 1978 or later isn’t covered.
Search the state list
Find the firm in the NC DHHS certified lead firm database, filtered by Mecklenburg or Union County. North Carolina runs its own program, and the firm must hold North Carolina certification.
Get the pamphlet first
Before work starts, the firm must hand you EPA’s Renovate Right pamphlet, plus written test kit results if its renovator tested the paint.
South Carolina
Ask for the registration
Residential painting over $500 needs a registration as a Painter and Wall paperer, with no exam. It covers prep, caulking, sanding, cleaning, wall coverings, decorative texturing, and drywall taping and finishing done with the painting.
Search LLR
Look the registrant up on the SC Department of Labor, Licensing and Regulation license lookup before you pay a deposit.
Check lead status with EPA
South Carolina isn’t an EPA authorized state, so EPA runs the lead program there. For a home built before 1978, find the firm on the U.S. Environmental Protection Agency firm locator.
Is your South Charlotte home old enough for the lead paint rules?
Census figures show where older homes are common.
The EPA Renovation, Repair and Painting Program applies to anyone paid to disturb painted surfaces in homes, child care facilities and preschools built before 1978. It names painters, plumbers, carpenters and electricians, sole proprietors included. Minor repair is outside it: 6 square feet or less per room inside, or 20 square feet or less outside. Window replacement and demolition of painted surfaces are always covered. Testing is not required, but without paperwork showing the paint isn’t lead based, the rule applies.
| Town | Housing units | Built 1979 or earlier |
|---|---|---|
| Monroe | 13,469 | 39.5% |
| Matthews | 12,588 | 18.1% |
| Fort Mill (town limits) | 11,463 | 12.6% |
| Indian Trail | 14,576 | 8.5% |
| Waxhaw | 7,084 | 7.1% |
| Weddington | 4,583 | 7.1% |
| Ballantyne (ZIP 28277) | 30,335 | 4.5% |
| Indian Land (ZIP 29707) | 15,766 | 4.4% |
| Marvin | 1,917 | 0.5% |
Figures are from the U.S. Census Bureau American Community Survey, 2020 to 2024 five year estimates, table B25034. The 1979 or earlier group is the closest Census bucket to the 1978 line, so it runs slightly high. Ballantyne and Indian Land are shown by ZIP code, and 29707 also takes in some addresses outside Indian Land.
Who issues permits in your town, and does a paint job need one?
Painting is off North Carolina’s permit list for jobs of $40,000 or less. In Fort Mill, siding and windows aren’t.
In North Carolina, painting isn’t on the list of work that needs a permit on a single family home when the job costs $40,000 or less. That exemption ends where a job involves load bearing structure or electrical wiring, so a repair found under old paint can change the answer. Across the state line, Fort Mill lists new siding and replacement windows among work that needs a permit, and York County’s code says all construction requires one. If the job goes past paint, call the office below before work starts.

Insurance, bonding and warranties
If your South Carolina job runs over $5,000, the registered painter must have a $5,000 surety bond on file before taking it. An unregistered painter who takes a South Carolina home job over $500 commits a misdemeanor and has no right to a mechanic’s lien or to sue over the contract.
For workers’ compensation, the size of the crew decides what the law requires. North Carolina’s rule starts at three regular employees, and South Carolina’s starts at four, or at $3,000 in payroll the year before. A painter below those lines may carry no coverage, so ask for a certificate before anyone climbs a ladder at your house.
If the painter offers a warranty on the work, get it in writing, with what it covers, how long it runs and the names of the paint products used.
What to ask before you hire a painter, and the red flags
Ask before you sign
- My home was built before 1978. Is your firm lead certified, by the state in North Carolina or by EPA in South Carolina?
- When does your renovator’s certificate expire? EPA certification lasts three years with an online refresher, or five with a hands on refresher.
- In South Carolina, what is your registration number, and is your bond on file for a job over $5,000?
- Does the job include drywall work beyond taping and finishing with the painting? In South Carolina, standalone drywall takes the Dry Wall Installer trade.
- Which paint will you use outside, and what is its lowest application temperature?
Red flags
- Sanding, scraping or window work planned on a home built before 1978, with no lead certification and no Renovate Right pamphlet.
- In North Carolina, a contract signed at your door with no written three business day cancellation notice.
- A South Carolina estimate over $500 from a business with no registration.
When to book exterior painting
Exterior paint can carry a minimum application temperature, and the paint manufacturer’s label instructions give it. One manufacturer’s product data sheet lists application down to 35 degrees Fahrenheit for an exterior paint, and other products set their own minimums. Ask which paint will go on your house, read its label, and book the work for days the forecast stays above that number.
Questions about hiring a painter in South Charlotte
Do painters need a license in NC?
No, North Carolina has no state license for house painters. The rule that does apply is lead safety. In a home built before 1978, paid work that disturbs painted surfaces must be done by an NC certified renovation firm using an NC certified renovator. You can search firms in Mecklenburg or Union County in the NC DHHS certified lead firm database.
Does a house painter need to be licensed in South Carolina?
Yes, for residential jobs over $500. The painter needs a registration in the Painters and Wall paperers trade with the SC Residential Builders Commission, and it takes no exam. A registrant must also keep a $5,000 surety bond on file before taking a job over $5,000. If the work disturbs paint in a home built before 1978, the painter also needs EPA lead certification, because EPA runs that program in South Carolina.
What is the difference between a painting contractor and a handyman?
In South Carolina, the law has no handyman exemption above $500. Residential specialty work over that line, painting included, needs a registration or license whatever the business calls itself. In North Carolina, painting has no state license, the general contractor license starts at $40,000, and electrical work needs a license at any price. A handyman who paints and also does electrical work needs an electrical license for that part.
Do I need a lead certified painter for a house built before 1978?
Yes, if you pay someone to disturb painted surfaces and the job is bigger than minor repair, which EPA sets at 6 square feet per room inside or 20 square feet outside. In North Carolina the firm must be state certified, and in South Carolina it must be EPA certified. Ask for the Renovate Right pamphlet before work starts.
Do I need a permit to paint my house?
In North Carolina, painting is not on the state list of work that needs a permit for a single family home when the job is $40,000 or less. In South Carolina, Fort Mill lists new siding and replacement windows among permit work, and York County says all construction requires a permit. If the job goes past paint into siding or windows, call the permit office for your address first.
Can I paint my own older house without lead certification?
Yes, unless you rent all or part of it, run a child care center there, or buy, renovate and sell homes for profit. EPA says its lead renovation rule does not apply to homeowners doing their own work in their own home outside those cases. The certification rule is aimed at people who are paid to disturb painted surfaces in homes built before 1978.
