How to Hire a House Cleaner in South Charlotte (2027)
Updated
Our 2027 house cleaning rankings are in progress. Until they publish, this guide covers what to check before you hire in every South Charlotte town.
What should you check before you hire a house cleaner?
Start with who the cleaner works for, because that decides what you can check and what you might owe. If a company sends the cleaner, ask for its certificate of liability insurance, proof of workers’ compensation you can confirm on the NC Industrial Commission or SC Workers’ Compensation Commission lookup, whether it carries a janitorial bond, and how it runs background checks. If you hire one person directly, IRS household employer rules can reach you.
A local business license comes into it in one place here: inside Fort Mill town limits, where every business needs a Town license. On the North Carolina side, there’s no local business license to check.
Does a house cleaning business need a license in your town?
One state line, two different answers.
North Carolina has no single generic business license. The NC Secretary of State counts more than 700 regulatory, state issued and occupational licenses and permits, and Business Link North Carolina (1-800-228-8443) helps a business find which ones apply. Town and county licenses ended too: the General Assembly repealed city privilege license taxes (G.S. 160A-211) and county privilege license taxes (G.S. 153A-152) in Session Law 2014-3, effective July 1, 2015.
South Carolina leaves it to local government. Under the SC Business License Tax Standardization Act (Act 176 of 2020), a city or town that levies a business license tax uses a May 1 to April 30 license year and a standard application.
| Town | Local business license for a cleaning business |
|---|---|
| Ballantyne, NC Indian Trail, NC Marvin, NC Matthews, NC Monroe, NC Waxhaw, NC Weddington, NC | None. Since the 2015 repeal, Charlotte, these towns, and Union and Mecklenburg Counties don’t issue a general business license. |
| Fort Mill, SC | Inside town limits, a Town of Fort Mill business license, based on business activity and gross receipts. Renew by April 30; a 5% late penalty applies each month from May 1. Questions: 803-547-2034. Outside town limits, York County doesn’t require a business license in its unincorporated areas. |
| Indian Land, SC | None. Lancaster County doesn’t require one; only the City of Lancaster does. |
Fort Mill’s rule reaches anyone engaged in business within the town limits. If your cleaner is based outside town, Town staff at 803-547-2034 can say whether that business needs a license.
Insurance, bonding and workers’ compensation
Small cleaning crews can fall outside workers’ comp law in both states, so ask, then check.
Ask for a certificate of liability insurance first. Whether workers’ compensation applies depends on the size of the business, and the line isn’t the same in both states. North Carolina’s Workers’ Compensation Act covers employers with three or more regularly employed workers (G.S. 97-2) and does not apply to domestic servants or to employers with fewer than three employees unless they buy coverage (G.S. 97-13). South Carolina’s law doesn’t apply to employers with fewer than four regular employees or a payroll under $3,000 in the prior year (S.C. Code 42-1-360).
To confirm a policy, search the employer on the NC Industrial Commission coverage search, or use Verify Coverage on the SC Workers’ Compensation Commission site, by employer and date. South Carolina’s coverage staff answer at (803) 737-6203.
A janitorial bond is a different protection. Bond sellers describe it as a surety product that gives customers recourse against employee theft during cleaning, paying up to the bond amount. Ask whether the company carries one, for how much, and what a claim requires.
How should a cleaning company run background checks?
Through a process federal law spells out. When an employer hires using a background report from a screening company, the Federal Trade Commission treats that report as a consumer report under the Fair Credit Reporting Act. The employer must give the applicant a separate written notice, get written permission, send a notice before any adverse action with a copy of the report and a summary of rights, and then send an adverse action notice naming the screening company. Ask the company to walk you through how it handles each step.
Hiring a house cleaner directly or through a company: what changes?
The test is control, and it decides whether you become a household employer.
IRS Publication 926 lists housecleaning workers, housekeepers and maids as household workers. A worker is your employee if you can control both what work is done and how it is done. A cleaner who works for themselves usually brings their own tools and offers services to the general public as a business. If an agency provides the worker and controls what work is done and how, the worker isn’t your employee.
| Rule | A company or agency controls the work | You control the work (household employee) |
|---|---|---|
| Social Security and Medicare | Not yours to pay | Withhold and pay them, 15.3% in total, once one employee earns $3,000 in cash wages in 2026. The Social Security Administration set the 2027 threshold at $3,100. |
| Federal unemployment tax | Not yours to pay | Owed if you pay household employees $1,000 or more in any calendar quarter of 2025 or 2026: 6% on the first $7,000, less a credit of up to 5.4% for state unemployment tax paid. |
| State unemployment tax | Not yours to pay | NC: liable at quarterly wages of $1,000 or more for services in a private home, per the NC Division of Employment Security. SC: covered at $1,000 or more in cash in any calendar quarter of the current or preceding year (S.C. Code 41-27-230). |
| Workers’ compensation | Ask the company for proof | NC: the Act doesn’t apply to domestic servants unless you buy coverage. SC: it doesn’t apply to employers with fewer than four regular employees or a payroll under $3,000 in the prior year. |
| Filing | Nothing from you | Schedule H with your 2026 federal return, due April 15, 2027. |
That’s a summary of what these agencies publish. For your own situation, read Publication 926 and the state rules linked above, or ask a tax professional.
What to ask a house cleaner before you hire, and the red flags
Ask each company or cleaner:
- Who employs the person who’ll be in my home: your company, a subcontractor, or the cleaner?
- Can you send your certificate of liability insurance?
- Do you carry workers’ compensation, and under what employer name can I look it up?
- Do you carry a janitorial bond? How much, and what does a claim require?
- Do your background checks go through a screening company, with written notice and permission?
- If you clean homes inside Fort Mill town limits, do you hold a Town business license?
Red flags
No clear answer on who employs the cleaner. No certificate of insurance when you ask. A background check described with no notice or permission step.
Questions about hiring a house cleaner in South Charlotte
Do you need a license to clean houses in NC?
There is no local license to check on the North Carolina side. The General Assembly repealed city and county privilege license taxes effective July 1, 2015, and the NC Secretary of State says the state has no single generic business license. Business Link North Carolina, at 1-800-228-8443, helps a business sort out which of more than 700 state licenses and permits apply.
Does a cleaning business need a license in Fort Mill or Indian Land?
Inside Fort Mill town limits, yes. The Town requires a business license from every person or entity doing business within the town limits, renewed each year by April 30. Unincorporated York County does not require a business license, and Lancaster County, which includes Indian Land, does not require one either. Only the City of Lancaster does.
Is a house cleaner the same as a home care agency in North Carolina?
No. In North Carolina, home care means in home health and personal care agencies licensed under NCDHHS, which is a different service from house cleaning. If the help you need includes personal care for someone in the home, look for a licensed home care agency rather than a cleaning service.
If I pay a house cleaner directly, am I their employer?
You can be. IRS Publication 926 treats housecleaning workers as household workers, and a worker is your employee if you can control both what work is done and how it is done. A cleaner who works for themselves usually brings their own tools and serves the general public. If an agency provides the worker and controls the work, the worker is not your employee.
Do I have to pay taxes for a house cleaner?
If the cleaner is your household employee, federal rules start at set amounts. For 2026, cash wages of $3,000 or more to one household employee bring Social Security and Medicare taxes, and $1,000 or more in any calendar quarter brings federal unemployment tax. The Social Security and Medicare threshold rises to $3,100 in 2027. Schedule H for 2026 is due with your return by April 15, 2027. See IRS Publication 926.
Do house cleaning companies need workers compensation insurance?
Not every one. The North Carolina Workers Compensation Act covers employers with three or more regular employees and does not apply to domestic servants unless the employer buys coverage. South Carolina law does not apply to employers with fewer than four regular employees or a prior year payroll under $3,000. Check a company on the NC Industrial Commission or SC Workers Compensation Commission coverage lookup.
