Sun City Carolina Lakes is a Del Webb active adult community in Indian Land, in the unincorporated panhandle of Lancaster County, South Carolina. Buyers come here for the South Carolina tax treatment, and as of September 2026 the two breaks that matter most are separate programs, run by two different county offices, with two different qualifying ages. You can buy at 55. The larger property tax break does not arrive until 65, and only after you have been a South Carolina resident for a full calendar year.

The address puts you in a county, not a town

Indian Land is not an incorporated place. Lancaster County’s 2026 millage sheet lists exactly two municipal rates, the City of Lancaster and the Town of Kershaw, and Indian Land is not among them (Lancaster County Auditor, 2026 Millage Rates, revised August 6, 2026, pulled September 6, 2026). There is no town property tax line on a Sun City bill.

The flip side is that county government is the only government you have. Zoning questions, road questions and anything about what gets built at the entrance go to Lancaster County Council, and the county seat is roughly 30 miles south of you. For a community this size that is a genuine consideration, not a technicality.

Two tax breaks, two offices, two ages

This is where most of the confusion in 55 plus marketing lives, and the Lancaster County Auditor’s office states it flatly: homestead is not legal residence. They are different programs.

The legal residence classification is handled by the Assessor. It lowers your assessment ratio from 6 percent to 4 percent of fair market value and removes the school operating portion of the tax bill (Lancaster County Assessor, pulled September 6, 2026). South Carolina Code Section 12-43-220 sets those ratios. There is no age requirement. There is an application, and it is not automatic when you close.

The homestead exemption is handled by the Auditor. It exempts the first $50,000 of the fair market value of your dwelling place, and you qualify if you have been a South Carolina resident for a full calendar year and were 65 on or before December 31 of the prior year, or are totally and permanently disabled or legally blind (South Carolina Code Section 12-37-250; Lancaster County Auditor, pulled September 6, 2026). So a 57 year old who moves in this year gets the 4 percent classification once they apply, and waits several years for the homestead exemption. A snowbird who keeps a residency in another state gets neither.

The gap between the first row and the last row on an identical house is more than $6,700 a year. That is the single biggest number in this decision, and it turns entirely on paperwork and on where you actually claim residency.

Retirement income is where South Carolina really helps

On top of that, taxpayers 65 and older may deduct up to $10,000 of retirement income a year, compared with $3,000 for those under 65, and residents 65 and up may deduct up to $15,000 of income of any kind, reduced by whatever retirement deduction they already claimed (South Carolina Department of Revenue, pulled September 6, 2026).

Those two deductions coordinate rather than stack, which catches people out. Claim the full $10,000 retirement deduction and $5,000 of the age 65 deduction remains, for $15,000 total from the pair. That is still meaningful money on a fixed income, and it is the reason a lot of Sun City buyers make South Carolina their legal home rather than keeping a residency somewhere else.

What to ask the association before you buy

Sun City Carolina Lakes is an age restricted active adult community with amenity centers, a golf course, clubs and organized programming, and the assessment that funds all of it is a real monthly cost that belongs in your budget next to the tax figure above. The exact occupancy rule, the current assessment amount and what it covers all live in the recorded governing documents and the association’s current budget, not in marketing copy, and they change.

Get four documents before you go under contract: the current assessment schedule, the most recent reserve study, the covenants including the age restriction language, and any pending special assessment. In a community with amenity buildings and a golf course, the reserve study is the one that tells you whether the assessment is about to move.

The tradeoff, stated plainly

What Sun City gives you is a large, established, amenity heavy community in a state that treats retirement income kindly, with no town tax and a short drive to Ballantyne. What it takes is an age restriction that narrows your future buyer pool to people over a certain age, an association assessment on top of your tax bill, county government as your only government, and a property tax advantage that only materializes if you file the paperwork and genuinely move your residency to South Carolina.
